PENELOPE POWELL
Penelope has lived in Montrose for the past 10 years and been involved in the community throughout this time. She has worked as a therapeutic horseback riding instructor and Hilltop Family Resource Center as a Program Manager; she is currently the Executive Director of Valley Food Partnership. Originally from North Carolina and with a Bachelor of Arts in Religious Studies from the University of the South in Sewanee, TN. She believes agriculture is the backbone of our valley and wants to ensure producers are supported to be successful, in whatever way they individually define success. In her spare time with her husband, Christopher, and their red heeler, Georgia, she likes to hike, camp, and stand-up paddle board. She is also a committed yoga practitioner, loves to see live music, and garden.
Ted has lived in Montrose for over 15 years. He has worked for the National Park Service and Bureau of Land Management. Ted is a veteran of the US Army and served in Afghanistan. For the past two years, he has worked for Montrose County Human Services. Ted has a M.S. and B.S. in Psychology. He is an active community member with a background in human services. Many of the clients from human services are clients of River Valley Health. He always wants the best for our community. In his spare time, Ted likes anything outdoors.
FELICIA VELASQUEZ,
Felicia was born and raised in Leadville Colorado. She moved to Montrose with her family in 2005 and has called Montrose home ever since. Felicia attended Colorado Mesa University and received her Associates degree in Business Administration and Management in 2014. Felicia entered the banking industry in 2005 as a teller. Over the last 19 years, Felicia has been working her way up the ladder through many different positions and is currently in the process of completing her training to become a loan officer. Felicia has 3 kids and is very active in being apart of everything her kids are in.
Kelsey McCarthy has lived in Western Colorado for 18 years and in Montrose since early 2013. She is
originally from Phoenix, AZ where she graduated from Arizona State University with two bachelor’s Degrees in Business Management and Marketing. Kelsey worked for 15 years with a community bank in roles including Operations, Consumer and Commercial Lending, and was the Market President for Montrose, Olathe, and Delta. Since January 2019, she has held the position of Chief Financial Officer and Human Resources for TEI Rock Drills in Montrose. Kelsey and her husband of 15 years have two children ages 12 and 7 and stay busy with all their activities and family adventures.
ELISA RODRIGUEZ,
Elisa, born and raised in Mexico, has a bachelor’s degree in Social Work from Minot State University. Elisa is in tandem with the struggles of the immigrant community as a first-generation immigrant herself. She moved to Montrose Colorado in the late 1990’s and alongside with her husband was actively involved with Hispanic Affairs Project (HAP) from 2006 to 2012, helping HAP to find success in the project’s early stages. They moved to North Dakota for five years and now have returned to Montrose, a place they call home.
Elisa’s primary role with HAP is to be a community advocate, organize, and provide support and educational resources about housing changes for those living in Mobile Home Parks. In 2021 Elisa, served as the Vice President of the Western Colorado Migrant and Rural Coalition and has participated since 2018 in collaboration with River Valley Mobile Clinics to assist the H2A farm workers in their native language and with the hopes to make them feel more comfortable to seek services. Elisa is passionate about social justice, civil and human rights for all especially for underserved communities.
Jacqueline was born in Montrose Colorado and is a fourth-generation resident of the Western Slope. She has a bachelor’s in Kinesiology from Colorado Mesa University, a Masters in Healthcare Administration from Ohio University and is a Fellow of the American Academy of Healthcare Executives. Jacqueline has an extensive background and education in healthcare administration, marketing and crisis communications. Her passion is in rural healthcare, public health and creating access to quality healthcare services.
Jacqueline serves as the Public Health Director for Delta County, striving to create healthier communities and populations through access and community partnerships. Outside of work, she spends time with her husband, Lincoln, and their large, blended family traveling, going to baseball games and spending time in the mountains. Mother to Jamison and Jerica and a bonus mom to Hunter, Bridger, and Parker.
NAOMI WILLDEN,
Dr. Naomi Willden is a Colorado native who came to Montrose in 2016. She chose to establish her dental practice, Willden Family Dental, in Montrose because she appreciates small town values and enjoys our local outdoor activities. As a dentist and business owner, Naomi is passionate about delivering quality, comprehensive care tailored to each patient’s needs. Through her involvement in Altrusa and River Valley, she is committed to advocating for, giving back to, and uplifting our community. She lives in Arrowhead with her husband and 3 pets.
ANNE GALLEGOS
Anne Gallegos was born and raised in Louisville, Colorado. She graduated from the University of Northern Colorado with a bachelor’s degree in Sociology and minor in Human Rehabilitative Services. Anne started her career with Delta County Human Services in 2004. She spent the majority of her career with the Child Welfare Department and then, after moving into leadership, she oversaw the Child Welfare, Adult Protection, and Options for Long Term Care programs. In January 2022, she became the Director of Human Services for Delta County. In her 19 years with the County she has focused her energy on advocating for youth and families in the community. Anne and her husband of 17 years have three children ages 15, 12, and 9. They enjoy spending time with their family and friends and stay very busy with all the family’s sports and extracurricular activities.
Angela Fedler is a lifetime resident of Delta Co. Being born and raised in Delta County has brought a passion for the western slope of Colorado and our way of life. Angela is married and has two adult children. One of which is married and brought a beautiful granddaughter into our family. Angela, her husband Luke, and their family all live locally and share this western slope passion for outdoor being and living.
Angela has her Masters of Arts in leadership with a principal licensure in Elementary Education and is also a BUELL Fellow after completing the BUELL Early Childhood Leadership program. Angela is currently the Executive Director of Delta Family Center. Delta Family Center is a school district based Family Resource Center and Early Education site providing multiple types of resources and referral services to all of Delta County that includes multiple preschool program sites within the elementary school system.
Bud Taylor has been the Montrose Boys and Girls Club’s Executive Director since 2016. Prior to that, he was a Club Board Member. Bud has been part of the Black Canyons Boys & Girls Club since his youth being one of the first BCBGC’s first members when it opened in 1999. Bud knows first hand the value of the Club in the Montrose Community and the importance of expanding its reach, ending the current waiting list. Bud is also a Rotarian and a Director for the Greater Montrose Area Chamber of Commerce. In 2020, he was named Citizen of the Year by the Montrose Daily Press. In his spare time, Bud likes to spend time with his wife, Amy, his daughter, Maggie, and dog, Betsy. He enjoys traveling, fly fishing, and, a Club kid favorite, building Legos..
KRIS STEWART,
Kris is a Colorado native who has lived in the Crawford area since 1994. He and his family run a small family ranch with shorthorn cows east of Crawford. Kris grew up attending school in Delta County and graduated from Hotchkiss High School. Kris graduated from Johnson & Wales University in Denver, CO with an Associates and Bachelor’s Degree in Criminal Justice and Leadership Studies in where he interned with the U.S. Department of Homeland Security. Following college, Kris obtained his EMT certification and volunteered with North Fork Ambulance (now North Fork EMS) for 10-years as an EMT and driver as well as their graphic coordinator. Kris earned his Police Officer Standards and Training (POST) certification in August 2011 and joined the Delta County Sheriff’s Office where he began his career in law enforcement. Since 2011, Kris has held various positions at the Sheriff’s Office including patrol deputy, field training officer, investigator and since 2018; Kris has led the County’s Office of Emergency Management and currently serves as the County Emergency Manager. Kris brings a varied background to the board with experience in EMS, law enforcement and emergency management. Outside of work, Kris enjoys landscape photography and graphic design work with an emphasis on photography and capturing the beauty of Western Colorado and working on the family’s ranch in Crawford.
Penny has lived in Olathe for most of her life and is a graduate of Olathe High School. She moved back to Olathe to start her career after she graduated from Western State College. Penny has been a case manager at a residential childcare facility, the mental health coordinator for the MCSD Early Childhood Centers and the Director of the same early childhood program. Penny has worked in her small private practice as a Licensed Professional Counselor (LPC) since 2007 and is also working as a school-based therapist for the Northside Health Center. Penny earned her Master of Arts degree in psychology from Regis University. She strongly believes in early intervention and providing care and education to the whole child and youth. Penny’s interests are her family, friends, pets, and giving back to her community.
